Every year, the Village of Harrison Hot Springs prepares a budget to fund municipal services, maintain infrastructure and respond to community needs.

Planning for these costs takes more than one year. The Village also prepares a five-year financial plan to look at expected costs, future projects and funding needs over time.

The Financial Plan also helps determine the property tax revenue needed to support Village services and planned spending. Property taxes are the main source of municipal revenue, alongside other sources such as grants, fees and charges. The amount of property tax revenue required is influenced by the Village’s operating costs, infrastructure needs and other financial commitments.

As the Village prepares for the 2027 budget, we want to hear from the community early in the process.

Through online surveys, educational information and in-person events, residents will have opportunities to learn how municipal budgeting works, share their priorities and better understand how the Village plans for future infrastructure needs.

This process has two important goals: to help residents understand the Village budget and to learn what matters most to the community.

Decisions about infrastructure improvements are informed by technical assessments, master plans, operational requirements, project costs and available funding. Staff use this information to assess recommendations, and Council considers these recommendations alongside community priorities and other financial and municipal responsibilities.

Community input is one part of this process. Feedback helps inform planning, while Council makes decisions about the Financial Plan, including spending and the property tax revenue needed to support municipal services.

This page will be updated throughout the process with information, opportunities to participate and summaries of the feedback received.

The 2027 Budget & Capital Planning Timeline

The Village is taking a phased approach to engagement. Each phase has a different purpose, from learning about the budget and sharing community priorities to understanding infrastructure planning and Council's financial decisions.

What Does the Village Budget Pay For?

The municipal budget funds the services and infrastructure that support daily life in Harrison Hot Springs.

These include:

The budget must cover both the cost of providing services today and the cost of maintaining and replacing infrastructure in the future.

Planning for these costs helps the Village identify needs, prepare for major expenses and make informed decisions about when work should take place.

Why Does the Village Plan Five Years Ahead?

The five-year financial plan helps Council and staff look beyond the next annual budget. It considers expected operating costs, infrastructure projects, future service needs and funding requirements over time. A five-year plan does not mean every project identified will be completed within five years. Priorities, costs, funding and timing may change as circumstances evolve. Council and staff review the five-year plan annually and make adjustments as necessary.

This longer-term approach helps the Village:

How Are Infrastructure Improvements Planned?

The Village has recently completed Water, Storm Sewer, Sanitary Sewer, Water Treatment Plant, and Wastewater Treatment Plant Master Plans to help identify infrastructure needs and potential improvements.

Along with the Village's other active Master Plans, these plans provide technical information about the condition and needs of essential infrastructure systems. They help staff understand what work may be required and support recommendations about future improvements.

The master plans do not automatically approve projects or set aside funding for them. Infrastructure decisions must also account for costs, timing, available funding, operational needs and other municipal priorities.
