Meeting a Growing Need for Seniors' Housing
This project represents an important opportunity to strengthen our community by addressing the housing needs of local seniors - our neighbours, and long-time residents. The need for seniors’ housing has been a longstanding topic of conversation in the Village, where seniors (age 65+) represented 32% of our total population in the 2021 Census. In Harrison Hot Springs, a total of 21.2% of seniors are in core housing need (Fraser Valley Regional District, 2012). Households are deemed to be in core housing need when, in addition to spending more than 30% of their household income on housing, households cannot afford suitable and adequate housing in their community (CMHC, 2009).
Supporting Aging in Place
As housing costs rise and needs change with age, many older adults are finding it increasingly difficult to remain in the community they’ve helped shape. The proposed development seeks to provide attainable, purpose-built housing that allows seniors to stay close to their social networks, local services, and the familiar surroundings of Harrison Hot Springs. Affordable aging in place, accessibility, safety and belonging are all qualities that make a community age-friendly.
Planning with Compassion and Care
This project reflects Council's commitment to helping residents age with dignity and independence, in safe, accessible housing they can afford. In doing so, it supports a more inclusive and connected future for the entire community.
A Collaborative Approach
Agassiz Harrison Community Services (AHCS), in partnership with Terra Social Purpose Real Estate and The Nerdy Architect, will lead the development in collaboration with the Village of Harrison Hot Springs. The design includes 60 one-bedroom suites (with accessible units and in-suite laundry), common amenity space, ground-floor patios, scooter parking, landscaping and community garden, and approximately 44 parking stalls.

Council's Commitment
At a special meeting of Council held on July 25, 2025, Council voted in favour of moving forward with a Letter of Intent to lease Village-owned lands in support of a seniors led, social purpose housing project.
Guided by Community Plans
Over the course of several years, the Village has developed, with significant public consultation and input, several plans and bylaws that support this proposal. Our 2015 Age Friendly Action Plan recommends that we encourage senior-appropriate housing and services and identify locations for communities of care. One of the goals outlined in our Official Community Plan is to provide for a mix of housing types for all ages and incomes by designating lands for a variety of housing types.
With these plans in mind, we created a 2025/2026 Strategic Plan, which identifies developing partnerships to increase affordable and seniors’ housing as key priorities. Informed by these plans and a desire to maximize the use of Village-owned property in a way that benefits the community, we incorporated seniors housing into the recently adopted Village Lands Master Plan.
When considered in conjunction with our 2025 Interim Housing Needs Report, which projects that the Village will need to add 185 units to its housing supply within the next 5 years, it is clear that this type of project aligns with Village values and goals.
